The historic Boyle Building in downtown Little Rock, which will house the Attorney General’s office and other tenants, has been renovated, a $35 million project led by Moses Tucker Partners.

The renamed building will be called the Bob R. Brooks, Jr. Justice Building in honor of the former chief deputy Attorney General of Arkansas.

Moses Tucker Partners, in partnership with Equity Partnership Holdings, announced the completion of the redevelopment of the Boyle Building, located at the intersection of Capitol Avenue and Main Street. The 12-story tower will serve as the new home of the Office of the Arkansas Attorney General. A restaurant concept is also planned for the ground floor.

“As developers, we approached this project with deep respect for the Boyle Building’s legacy and a clear vision for its future,” said Chris Moses, principal, president & CEO of Moses Tucker Partners. “This restoration goes beyond bricks and mortar; it’s a strategic investment in the cultural and economic vitality of downtown Little Rock.”

Built in 1909 as the State Bank Building, the Boyle Building was Arkansas’ tallest structure at the time and is widely regarded as one of the earliest skyscrapers in the region. Designed by architect George R. Mann, whose portfolio also includes the Arkansas State Capitol, the building has long stood as a symbol of early 20th-century progress and architectural ambition.

Vacant for nearly 25 years, the building’s revitalization required significant structural upgrades, modernization of all major systems, and preservation of original architectural details.

“Reviving a 115-year-old structure comes with complex challenges, but we believe historic buildings are irreplaceable assets to our city’s identity,” said Moses. “The building’s transformation symbolizes what’s possible when thoughtful development, public-private partnership, and civic pride align. We’re proud to lead downtown into its next era.”
