Green in race for new Senate district seat

That didn’t take long.

On Friday (July 29), the three-member Board of Apportionment (BOA) — Arkansas Gov. Mike Beebe, Attorney General Dustin McDaniel and Secretary of State Mark Martin — voted 2-1 on new Arkansas House and Senate districts. Martin voted against the new map.

By Friday afternoon, former Rep. Rick Green, R-Van Buren, announced his candidacy for the new Senate District 9.

The new district includes an eastern portion of Crawford County, the eastern and southern portion of Sebastian County, the southwestern edge of Franklin County and all of Scott County. The district also includes the northern tip of Fort Smith.

Green, an employee of Van Buren-based USA Truck, is likely to face incumbent Sen. Bruce Holland, R-Greenwood, in a GOP primary in May. It is rumored that former State Rep. John Verkamp, also a Republican, is interested in the Senate seat. Rep. Tracy Pennartz, D-Fort Smith, is term limited in her House seat and may also enter the Senate District 9 race.

In a statement he released Friday, Green cited his successes as a three-term member of the Arkansas House of Representatives as reasons for why he should be elected to the new district. The successes included being named one of the Top 10 effective legislators of 2009, the chair of three legislative committees and obtaining more than $300,000 in funding that resulted in creation of the Regional Intermodal Transportation Authority in Crawford and Sebastian counties.

“RITA has become the springboard  that has brought together some of the best industry leaders and minds of our region who have disregarded county lines, river banks, and other barriers that for too long kept the River Valley from being a united catalyst for economic growth,” Green said in his statement.

Following is the full, unedited statement from Rick Green.
Former State Representative Rick Green, 55 years old and a life-long resident of Van Buren formally announces that he will seek the office of State Senator District 9 in 2012.

Green, a Republican, is married to Mary Beth Green and they have five grown children and five grandchildren.  They attend Heritage United Methodist Church.  Green currently serves on the Board of Directors with the Van Buren Chamber of Commerce.   Green released this statement today.

“We are living in very tough economic times that call for experienced, business-minded people to step forward and answer the call to public service.”  “ It is tough out there and scrutiny towards public officials is real and not to be taken lightly by any candidate seeking public office.”  “I have a record of responding to my constituents when called upon and that will not change.”  Green stated, “My platform reflects the values of the citizens of District 9 which include, less government, protection of citizens rights, and sound fiscal management of our tax dollars.”  “My campaign message will be simple but very important to the Arkansas River Valley.”  “It will be focused on the economic growth of our district and that of the entire Western Arkansas region.”

“As your next State Senator I plan to use the office to help turn over every rock and tear down any barriers that could prohibit or delay the River Valley from becoming an economic mecca.”  “The success we achieve together over the next 10 years will provide for hundreds of new, good paying jobs for our people and a great place for our kids and grandkids to finish college and return home to live and work and contribute back to our area.”  “ District 9  is home to the Chaffee Crossing project, the Regional Intermodal Transportation Authority, and is dissected by the Arkansas River and major interstates, both I40 and I540 as well as the much anticipated I-49, part of which will soon be a reality.”  “How much better can it get?”  Green proudly pointed out.  “What an honor it will be to be the State Senator who can spread the positive news of the great happenings in Western Arkansas!”

As a former three-term State Representative, Green feels he knows how state government works and how it can partner with local and federal government  to support economic growth.  Green sponsored or co-sponsored 228 pieces of legislation while serving in the Arkansas House.  “Without a doubt, the single most important piece of legislation that  I sponsored was House Bill 1750, now Act 904 of 2009.”  Green stated that Act 904 placed $325,000.00 back into the Arkansas River Valley as seed money that allowed for the formation of RITA or the Regional  Intermodal Transportation Authority.”  “RITA has become the springboard  that has brought together some of the best industry leaders and minds of our region who have disregarded county lines, river banks, and other barriers that for too long kept the River Valley from being a united catalyst for economic growth.”

Green stated that while serving in the Legislature he was known by his colleagues for being one who worked across the aisle to help pass legislation important to our region.   “There is a time to speak and a time to listen  if you hope to be an effective Legislator.”  Green was honored by his peers and Talk Business Magazine by being named one of the Top Ten Legislators in Arkansas in 2009.

Green’s service as State Representative from 2005-2010 including serving as Chair of several committees including,  Personnel for Joint Budget, Electronic Records Commission, and Economic and Tax Policy.  He served as Vice-Chair on subcommittees under the Revenue and Tax Committee and Public Health committees.  He served on House Rules, House Management and Legislative Facilities and was named as a Representative Liaison to the State Senate.  Other committees served on include Revenue and Tax, Insurance and Commerce, Joint Budget, Joint Performance and Review, Public Health,  State Agencies and Governmental Affairs, Joint Audit, Judiciary, Communications and Technology, and the Committee on Children, Aging and Youth and Military Affairs.
