Following is the complete statement from the City of Fort Smith on the Mar. 4 passing of former Fort Smith Mayor Ray Baker.

With the passing of former mayor Ray Baker, Fort Smith has lost an icon. Mayor Baker spent his career in elected office as one of the city’s most enthusiastic champions. He will also be remembered as a fervent advocate of civic involvement.

To honor his service, flags at city facilities will fly at half staff from now through the day of his burial.

In his five terms as Fort Smith mayor, Baker’s leadership brought about hundreds of millions of dollars in infrastructure improvements including the street and drainage capital improvements program, the expansion of the Lake Fort Smith Reservoir, construction of a new main library and three neighborhood libraries, development of Riverfront Park, the expansion of the convention center, and improvements at Carol Ann Cross Park.

City Administrator Ray Gosack credits Mayor Baker with part of his success in city administration.

“Books and college courses can teach someone about the mechanics of city government. Ray taught me a lot about understanding how the political process fits into the things I learned in the classroom. Personally, that’s how I’ll remember him – as a teacher. Our thoughts and prayers are with Mayor Baker’s family and the community. We’re saddened by his passing, but find comfort in celebrating the many accomplishments of his life.  His legacy will serve Fort Smith for many years."

Mayor Sandy Sanders says, “Fort Smith has lost one of our most outstanding citizens, and we are deeply saddened by the passing of Ray Baker. Ray was passionate about the city and our people, and about teaching both young people and adults. He was a public servant who devoted nearly three decades of service to the city. Our sympathies and prayers are with Nancy and all the Baker family.”

Earlier this year, Mayor Sanders and the board of directors proposed naming the River Park Events Building after Baker, in recognition of his support for expanding Fort Smith parks and recreation offerings. The proposal will be reviewed by the parks commission later this month.

Mayor Baker’s Accomplishments
• Served as at-large director (1981-1990)
• Served as longest-serving mayor in Fort Smith history (1991-2010)
• 29 years in city government

During his tenure, the following infrastructure projects were completed:
• Civic improvement package approved by voters in 1997
• Convention center expansion
• 4 new libraries
• Riverfront Park & Amphitheater
• Riverfront Pavilion
• Lee Creek and Lake Fort Smith water supply projects to meet regional needs through at least 2060

Numerous roadway projects, including:
• Old Greenwood Road
• Phoenix Avenue
• Kelley Highway
• Massard Road
• Waldron Road

• Relocation of the landfill to former Fort Chaffee property that meets regional solid waste needs through 2070.
