Rep. Carol Dalby sworn in as president of Arkansas Bar Association

State Rep. Carol Dalby, R-Texarkana, was sworn in as president of the Arkansas Bar Association on Friday (June 12) at the bar’s state convention at Oaklawn Resort in Hot Springs.

Arkansas Supreme Court Chief Justice Karen R. Baker administered the oath of office during the Association’s Annual Meeting.

Dalby has served the Arkansas Bar Association in numerous leadership roles and currently serves on the Board of Trustees and the Law School Committee. She previously served on the Board of Governors and has been involved in numerous Association committees, including Professional Ethics, Governance, Jurisprudence and Law Reform, Judicial Nominations, Juvenile Justice, Lawyers for Literacy, Legal Related Education, and the Committee for a Modern Judiciary.

In addition to her work with the Association, Dalby is serving her fifth term in the Arkansas House of Representatives, where she represents District 100, covering Texarkana and part of Miller County.

She currently chairs the House Judiciary Committee and serves on several legislative committees.

She is also a practicing attorney in Texarkana.

Dalby earned her undergraduate degree from Ouachita Baptist University, a master’s degree from East Texas State University (now Texas A&M University–Commerce), and her Juris Doctor from the University of Arkansas School of Law.

Dalby’s leadership extends beyond the practice of law. She has served as President of the Texarkana School Board, District Judge for Miller County, and Special Justice on the Arkansas Supreme Court through years of decisions involving the landmark Lake View case.

Her community service includes leadership roles with Opportunities, Inc., the Junior League of Texarkana, the Texarkana Regional Arts Council/Women for the Arts, the Library Commission, and the Red Cross.

Dalby and her husband, John, reside in Texarkana and have two grown children. She is a member of First United Methodist Church.

Founded in 1898, the Arkansas Bar Association is the premier legal association in the state. As a voluntary organization of more than 4,000 members, the Association’s primary mission is to support attorneys; advance the practice of law; advocate for the legal profession; foster professionalism, civility, and integrity; and protect the rule of law.
