Howard named Arkansas State Police director

J.R. Howard, 63, of Searcy is the new director of the Arkansas State Police.

He replaces Winford Phillips, who retired April 8 after 42 years with the department.

"JR has a long and respected history with the Arkansas State Police and law enforcement in general," Gov. Mike Beebe said in announcement his choice. "He is experience ranges from his time on patrol, to being a member of State Police leadership and a state agency director. I am glad to have him back in service to the State of Arkansas."

Howard was most recently the U.S. Marshal for the Eastern District of Arkansas. Prior to that, he directed the Arkansas State Crime Lab.

His most lengthy term of service was as a member of the Arkansas State Police. Howard began in 1971 as a trooper in the Highway Patrol Division, then spent 15 years in the Criminal Investigation Division, and eventually was promoted to director of the Western CID Section.

He was Commander of the Law Enforcement Operations Bureau when chosen by Gov. Mike Huckabee to head the State Crime Lab.

Early in his career, Howard served six years in the Arkansas Air National Guard. He is also a licensed pilot for both private and commercial aircraft.
