He was born on August 11, 1941, in Fort Smith to Leonna Belle Johnson Cotner and William Fowler. Tommy attended Kemper Military School, where he graduated with the Class of 1959. He proudly served his country in the Arkansas Air National Guard and dedicated 30 years to the 188th Fighter Wing, retiring with the rank of Master Sergeant in munitions. Tommy reached 10,000 miles driving for Disabled Veterans. Known for his strong work ethic and generous spirit, Tommy was also a respected Master Gardener who found great joy in working outdoors and sharing his knowledge with others. He was one of the founders of the Fort Smith Lawn and Garden Show. He was deeply devoted to his community, serving as both a former president and district president of the Fort Smith Noon Exchange Club. He worked throughout Fort Smith with Cotner Monuments, Weather Barr, Bob Brown Heating & Air, and built houses with Larry Kincannon.
