Lobby Up: House Deadline For Shell Bills Comes Monday

Lobby Up’s Bradley Phillips reports on this week’s most viewed pieces of legislation. Phillips also brings up a new House rule that calls on shell bills to be fleshed out by Monday, March 16, to be considered.

Last week, lawmakers filed nearly 500 new bills on the last day to file legislation. All told, 2,190 bills and resolutions in the 2015 regular session.

Phillips also said the following bills were the most viewed on Lobby Up this week:

  • SB 447 – Sen. Larry Teague, D-Nashville. Known as the “e-cig bill,” the measure amends the definition of tobacco to include e-cigarettes.
  • SB 681 – Sen. Alan Clark, R-Hot Springs. This bill changes the qualifications for state Education Commissioner.
  • HB 1620 – Rep. Jim Sorvillo, R-Little Rock. Known as the “puppy mill” bill, it would regulate puppy mills by requiring dog breeders with 10 or more females to register with the state of Arkansas.
  • SB 939 – Sen. Jason Rapert, R-Conway. This measure would allow a “Ten Commandments” monument to be built on state Capitol grounds.
