Pre-filing Begins For 2013 General Assembly

With more than a month to go, Arkansas lawmakers have begun to pre-file bills for the 2013 regular legislative session.

Rep. John Edwards (D-Little Rock) filed the 89th Arkansas General Assembly's first official bill, HB1002, which would terminate all parental rights for a person convicted of rape to a child conceived as a result of the rape.

Rep. Duncan Baird (R-Bentonville) filed the first resolution, HJR1001, which would offer a proposed constitutional amendment to create a rainy day trust fund for the state. The proposal would have to be referred to voters by legislators for a general election vote in 2014.

The 89th General Assembly will convene on January 14, 2013.
