Details emerge on lottery administration

The administration of the lottery-for-scholarships program Arkansas voters approved in November will likely be one of the top five issues at the 2009 Arkansas General Assembly.

Roby Brock, our content partner at Talk Business, has a thorough video summary of a recent memo from Arkansas House Speaker-elect Robbie Wills, D-Conway, that provides insight into how the lottery issue might evolve legislatively.

For example, Wills notes in his memo that legislators must decide if the lottery is administered by a state agency or a “public lottery corporation” used by many states with lottery programs. Wills memo also estimates that 30.7 percent of lottery proceeds will fund scholarships.
