Too Many Scholars?
We hear White’s awarding of more than 400 Chancellor’s Scholarhips at the University of Arkansas is what prompted the state Legislature to enact an “anti-stacking law” in the last legislative session.
The law prohibits students who receive public grants and scholarships from combining, or “stacking,” the awards so they total more money than it would cost for them to attend college.
The Arkansas Department of Higher Education is coming up with regulations to implement the law at the college level.
White’s awarding of Chancellor’s Scholarships – which cover tuition, books, room and board for four years – apparently irritated other state colleges because it lured students to the UA who might have attended the state’s smaller schools instead.
White has said his intention was to plug the “brain drain” and keep good students from leaving Arkansas to attend college out of state. White has awarded about four times the number of Chancellor’s Scholarships per year as his predecessor, Daniel Ferritor.
