Harbor Environmental Inc. has joined Terracon, an engineering consulting services firm. Little Rock-based Harbor employs 38 workers and provides engineering, surveying, and safety services.

The company has a strong focus on environmental and social stewardship through technologies and sustainable solutions to the design, construction, operation, and maintenance of projects.

“We at Harbor are excited about the opportunities joining Terracon provides for our clients and our employees,” said Leslie Davis, Harbor Environmental president. “We will continue to provide the highest quality expertise and creative solutions we have provided for the last 17 years, while also growing our reach with access to Terracon’s expansive national resources and multidiscipline services. We know there are good things to come.”

Harbor’s employees nationwide will immediately become part of Terracon, and the firm will continue to be headquartered in Little Rock as Harbor Environmental, a Terracon Company.

Terracon’s presence in the area has been expanding since the 2023 acquisition of Pollution Management Inc., a provider of engineering and environmental services based in Little Rock and Fayetteville.

In addition, Harbor is joining Terracon’s existing regional operations in Little Rock and Springdale; Springfield and Joplin, Mo.; and Oklahoma City and Tulsa, Okla.

“We’re thrilled to welcome so many new team members who will complement our existing resources outside of the region, while enabling us to offer our clients an expanded array of services locally,” said Gayle Packer, Terracon chair, president and CEO. “Harbor’s commitment to their clients and employees is a strong cultural fit with our existing business operations in Arkansas, and I’m excited for our future together.”

Terracon is an employee-owned consulting firm comprised of more than 6,000 employees with more than 175 locations nationwide.
