An audit report from the Audit Bureau of Circulations docked The Morning News for 396 daily and 240 Sunday circulation for the 12 months ended March 31, 2004. It was the second year in a row that ABC docked The Morning News for circulation the Springdale-based newspaper claimed on its publisher’s statement to the Bureau, which monitors newspapers nationwide.

The Morning News had reported a circulation of 36,986 daily and 40,637 on Sunday. According to the audit report, The Morning News actually had a circulation of 36,590 daily and 40,397 on Sundays.

Lewis Floyd, circulation manager at The Morning News, said ABC had subtracted about 150 in circulation for newspapers that were delivered to area Head Start programs, saying the children were too young to read.

Floyd said ABC contacted him later saying it was permissible to count the Head Start papers as circulation. But Floyd said he subtracted the Head Start papers anyway from his Sept. 30 report to ABC.
