Forty Under 40: Kevin Springer
Kevin Springer said he was drawn to municipal finance because the field allows him to see the fruits of his labor. Developing parks and working with a variety of groups keep his job interesting, he said.nSpringer prepares the city’s annual $144 million budget, its five-year capital plan and helps coordinate the preparation of long-range expense and revenue forecasting. Special financial research projects for the City Council, mayor and city manager are also his forte.nSpringer graduated from the University of Arkansas in 1991 with a bachelor’s degree in finance. A work-study stint in 1990 with the city’s budget and research division led to an internship with the city manager.nFrom 1992 to 1995, he was a research analyst assisting the budget manager and with preparation for capital improvements. He became a financial analyst for the city in 1995, and in 1999 was promoted to senior financial analyst. The new role came in 2003.nSpringer said his family’s support enables him to put in the overtime it takes to keep the city budget in shape.nA Hot Springs native, Springer is a member of the Government Finance Offices Association and the Arkansas Governmental Finance Offices Association. nn
