Lehman Properties Expands Village on the Creeks
Carmen Lehman of C.R. Lehman Properties on Feb. 7 held a ground breaking ceremony for the $4 million expansion of Village on the Creeks Retail Center in west Rogers.
There will 27,144 SF in all at the Retail Center, with the expansion expected to be completed this fall.
Soho Clothiers will move from its current 5,600-SF location to the expanded area and take up 7,653 SF of new space.
Lehman said five of the Retail Center’s tenants have expanded their space in the last six months.
Elderly Living Center Coming to Elkins
White River Senior Complex Inc. of Harrison, a non-profit organization, on Feb. 15 got a $1.08 million grant from the U.S. Department of Housing & Urban Development to build an elderly housing complex in Elkins.
White River Senior Complex is the sponsor for the complex that will be located next to the Elkins Community Center. Champion Builders of Little Rock will begin construction on the project sometime between April and June with completion about eight months from the start time.
The complex will have 20 units — five four-plexes — and a community building that will include offices, a laundry and a community area.
To qualify for residence at the complex, an individual must be 62 years old or older and meet Washington and Benton counties’ HUD requirement of making no more than $15,500 annually. Or, a two-person gross annual income can be no more than $17,700.
A similar complex was recently completed in Bentonville on L Street. That one was 24 units — six four-plexes.

Low-income Housing Growing in Siloam
Kenwood Village II Apartments on Feb. 1 got a $1 million construction loan from Arkansas State Bank of Siloam Springs to add to its multi-family, low-income housing addition. The mortgage will eventually be moved through the Rural Development Foundation.
Kenneth Childers is the chairman and Judy Hobbe the executive director of Kenwood Village, which has an existing low-income living center with 20 units that range from two, three and four bedrooms. The new one, located between U.S. Highway 412 and Arkansas Highway 16 in east Siloam Springs, will have 24 two-bedroom units and a community building.
Builders Add More Homes to Upscale Rogers Subdivision
Highland Knolls subdivision in west Rogers will be getting four new homes soon. The building permits were valued at a total of $773,432.
David Harris recently got two building permits valued at a total of $393,720 for two homes. A home at 4503 Creekview Dr. will be 3,889 SF. The other is at 4607 Creekview Dr. and will be 3,252 SF.
Sam Welborn is also adding two new homes at Highland Knolls. His permits were valued at a total of $379,712. One of Welborn’s homes will be at 4902 S. 46th Place and will be 3,166 SF. The other is at 4609 Creekview Dr. and will be 3,761 SF.
Charles Reaves is the developer at Highland Knolls, which began in late 1995. It is located about 1.5 miles west of the Pleasant Grove exit on Interstate 540.
Lindsey, Elsass Building Hiett Valley
John David Lindsey and Kirk Elsass of L&E Equity Investments recently purchased 10 building permits valued at $614,607 to build 10 of the 23 homes at Hiett Valley subdivision in Rogers.
The homes are located at 801, 803-810 and 812 E. Olrich St. They will be between 1,250 and 2,000 SF and priced from $85,000-$92,000.
Brightwood Addition Continues Growth
Tommy Walker Construction Co. of Rogers on Feb. 5 got six loans from Superior Federal totaling $550,400 to build more homes at Bentonville’s Brightwood subdivision.
Walker had secured eight loans worth $758,400 on Jan. 30 from First Security Bank for new houses he planned to build at Brightwood.
Mark Garrison, also on Feb. 5, got two loans from Superior Federal totaling $183,000 for construction of two homes at Brightwood.
The new construction is in Phase II of Brightwood’s development. The subdivision is near Arkansas Highway 12. Homes will range from $110,000-$150,000 each and have a minimum of 1,600 SF. The Phase II development will have 62 lots. Phase I had 50 lots. Phase III will have 31 lots.
First United Methodist Church Begins Phase II of Renovation
The First United Methodist Church of Springdale on Feb. 21 got a $500,000 loan from Arvest Springdale Bank & Trust to begin Phase II on its renovation project.
The total project is about $6.9 million.
There are three phases in all, with total completion not expected for another five years. Phase I of the project, including a new parking lot, should be completed by September.
Included in the renovations to the country’s 212th largest Methodist church — its congregation is 2,500 — is a new Sunday school complex, a family life center and the bringing aboard of the Bread of Life Project. The Bread of Life Project has been located at the Jones Center. It provides food for Springdale indigents, food that will now be housed at the First United Methodist Church.
The Sunday school classrooms and family life building will eventually be between 60,000 and 70,000 SF. Oakridge Builders Inc. of Springdale is the general contractor.
The church is located at 206 W. Johnson Ave.
Con-Ark Busy in Bentonville
Con-Ark Builders of Rogers, a division of Nabholz Construction Co., recently purchased two building permits valued at a total of $480,000 for separate projects in Bentonville.
One of the projects, valued at $255,000 and located at 2205 SE Walton Blvd., was the foundation for a new Denny’s Diner. The diner is a unique one, made at a Florida factory then shipped in five pieces complete with interior decorating to Bentonville. The owner of the diner is Linda Mitchell of Springdale. Mitchell also owns the Denny’s restaurants in Fayetteville (2589 W. 6th St.) and Springdale (2005 U.S. Highway 71B).
Average cost for the chrome-covered, prefab diners is about $450,000. Each building will seat about 106 diners. There are two other prefab Denny’s Diners in Arkansas — in Conway and North Little Rock.
The target date for opening the Bentonville Denny’s Diner is April 1.
Con-Ark’s other building permit was for a new Keeling Co. building, valued at $225,000 and located at 311 Airport Rd. Con-Ark has already finished one project in Conway for Keeling Co., an irrigation supply company. The building will be 7,500 SF. Construction has begun. The target date for completion is some time in May.
