Mt. Carmel Community planning third private-pay development in Northwest Arkansas

Mt. Carmel Community, a senior living community developer headquartered in Benton, is planning its third private-pay, assisted living development in Northwest Arkansas. The healthcare company has sent a certificate of need (CON) application to the Arkansas Health Services Permit Agency, seeking approval to build a Level II assisted living facility in Fayetteville.

The agency will make a decision on the application on or before Jan. 22, 2017. Capital cost for construction, according to the application, is $11.17 million.

Mt. Carmel entered the Northwest Arkansas market one year ago when it opened a facility in Rogers, a 20-acre site at 2200 W. Laurel Ave., directly across from the Creekside subdivision. The company also operates central Arkansas developments in Benton and Hot Springs Village.

Mt. Carmel is building a location at 1843 S.W. Regional Airport Blvd., in southwest Bentonville. Mt. Carmel Executive Director and Managing Partner Jimmy Elrod said the property will open in summer 2017.

The Fayetteville site, according to the application, is on Rupple Road. Elrod said the company has a contract in place to purchase the land, after receiving approval from state health officials to build the facility.

Elrod declined to say who he was buying the property from. Rick Mooney, who owns a construction company in Van Buren, and Springdale businessman Rob Kimbel are partners on the development.

The facility should open in 2018, Elrod said, and will offer a full continuum of services for residents — independent living, assisted living and memory care. It is proposed to have 100 units, 25 deemed as independent living cottages. The remainder will be a mixture of assisted living (57) and memory care (18). It will look similar to the Rogers development, Elrod said. Together, the units total about 100,000 square feet.
